The midfielder's fine form during the month helped Aston Villa take seven points from three games in the top flight.
After a 1-1 draw against Wolves, Luiz scored a brace versus West Ham United in a 4-1 victory in B6.
It was the sixth consecutive Premier League game at Villa Park in which the Brazilian had found the net.
And he helped his team end October with three more points, picking up an assist in the 3-1 success against Luton Town.
Luiz faces competition from Bryan Mbeumo (Brentford), Pedro Neto (Wolves), Declan Rice (Arsenal), Cristian Romero (Tottenham Hotspur) and Mohamed Salah (Liverpool) for the award.
