The left-back, who was a late addition to the senior squad, fired home from a tight angle in the second half to make it 2-2 in their UEFA Nations League quarter-final against Spain.
Maatsen's goal sent the tie to extra-time, where fellow Villan Donyell Malen came close to scoring a winner before the match headed to a penalty shootout after finishing 3-3 on the night and 5-5 on aggregate.
Malen saw his spot kick saved by Unai Simon as Spain triumphed 5-4 on penalties.
